Business missions as a tool for entering foreign markets: practice and plans of the ACTP RF and the Trade Mission of the Russian Federation in Azerbaijan have outlined the conditions for business localizaof the Russian Federation

The Association of Clusters, Technoparks and SEZs of Russia consistently develops tools for international cooperation aimed at achieving practical results for Russian companies and infrastructure sites. One of the key formats in this area is business missions, which make it possible to assess the conditions for entering foreign markets in a short time and form the basis for further cooperation.

The practical role of business missions

Unlike analytical training and presentation formats, business missions provide direct interaction with the host party and provide a comprehensive view of the business environment.

As part of such trips, participants get the opportunity to:

to get acquainted with the current measures of state support for investors;
to study the infrastructure of industrial sites and conditions of production location;
analyze localization requirements;
identify promising areas of cooperation and establish initial business contacts.

The key result of participation is the opportunity to assess the feasibility of entering a specific market and determine further steps to implement investment and cooperative projects.

Implementation experience: Republic of Belarus

In April 2024, the Association organized a business mission to the Republic of Belarus with the participation of representatives of 10 regions of the Russian Federation, including management companies of infrastructure sites, industrial enterprises and members of the Association.

The mission program included visits to key industrial and innovation infrastructure facilities, including the Minsk and Gomel-Raton free economic zones, the Veliky Kamen Industrial Park, as well as technoparks and production sites of residents.

In addition, working meetings were held with representatives of government authorities, development institutions, management companies and businesses. The participants discussed business conditions, investor support measures, and practical aspects of project implementation.

As a result of the mission, a number of cooperation agreements were signed between Russian and Belarusian infrastructure sites and their residents, which created the basis for the development of industrial cooperation and the implementation of joint initiatives.

Plans for 2026: business mission to Azerbaijan

In order to develop this area, the Association plans to organize a business mission of Russian companies and infrastructure sites to Azerbaijan in 2026.

The preparatory stage has already begun. On April 22, the Association, together with the Trade Mission of the Russian Federation in the Republic of Azerbaijan, held an online meeting in the format of an Hour with a trade representative.

During the event, key issues related to entering the Azerbaijani market were discussed, including:

production localization conditions;
opportunities of industrial parks and special economic zones;
current preferential regimes;
issues of logistics, customs administration and financial calculations;
government business support tools.

Formation of the business program

The business mission program is currently under development. The Association focuses on taking into account the priorities and practical interests of potential participants.

In order to increase the effectiveness of the event, business proposals are being collected. Filling out the questionnaire allows you to identify priority areas of interaction, create a list of meetings and ensure the practical nature of the business program.
