AKIT RF HELD A REGIONAL PRACTICAL SESSION IN Rostov-ON-Don
A regional practical session was held in Rostov-on-Don with the support of the Association of Clusters, Technoparks and SEZ of Russia. The event was attended by Ivan Kulikov, Director of the Regional Policy Department of the Ministry of Industry and Trade of Russia, Andrey Savelyev, Minister of Industry and Energy of the Rostov Region, Olga Kalinina, Director of the Regional Industrial Development Fund, Mikhail Seregin, senior analyst of the Association of Clusters, Technoparks and SEZ of Russia, representatives of Don industrial enterprises, financial organizations and relevant departments. Among the participants of the session – LLC "NIP Service" (the management company of the Industrial Park "Novocherkassky"), LLC "Technopark Azovsky", JSC "Zvezda-Strela", LLC "KZ Rostselmash", LLC "10-GPZ".
The participants discussed the formation and functioning of industrial clusters, industrial parks and technoparks in the region.
– Today, the Rostov region is actively working on the creation and development of industrial clusters, technoparks and industrial parks, – said Andrey Savelyev. – We have comprehensive support aimed at providing financial support to industrial enterprises for the implementation of joint projects. Events and consultations are being held with experts of the Association of Clusters, Technoparks and SEZ of Russia to develop collegial proposals for the adjustment of federal legislation, which have already been reflected in the current regulations.
During the event, Mikhail Seregin, Senior Analyst at AKIT RF, told the participants in detail about the new support measures provided for under the preferential regime for the activities of industrial clusters. He stressed that it is necessary to consider amendments to No. 64-FZ, including the possibility of applying a support measure in the form of reducing insurance premiums to 7.6% for industrial cluster participants implementing an import-substituting project, while removing the binding to the presence of the concluded SPIC 1.0.
Mikhail Seregin also gave comments on the development of infrastructure sites in the Rostov region.
– There is already an operating facility on the territory of the subject, which is in the register of the Ministry of Industry and Trade of Russia – the Novocherkassky Industrial Park. In addition, new infrastructure continues to be created in the region and within the framework of these projects, it is possible to apply state support measures," he noted, "Such measures are instruments through the Ministry of Industry and Trade of Russia, namely Government Resolutions No. 1119 and 1325, which provide for reimbursements from the federal budget for previously incurred costs at the expense of taxes paid residents to the federal budget. Another mechanism is the Decree of the Government of the Russian Federation No. 1659, aimed at creating and developing the infrastructure of industrial technoparks in the field of electronic industry. It is planned to create such an industrial technopark in the region on the basis of the Granite company.
Following the results of the session, agreements were reached between the region and the Association on the creation and development of industrial infrastructure facilities in the Rostov region and the formation of cooperative chains.
