ACTP RF of the Russian Federation and the Trade Mission of the Russian Federation in Azerbaijan have outlined the conditions for business localization

The Association of Clusters, Technoparks and SEZs of Russia, together with the Trade Mission of the Russian Federation in the Republic of Azerbaijan, held an online meeting in the "Hour with a trade representative" format, dedicated to the conditions for Russian companies to enter the Azerbaijani market, localization of production and measures of state support.

The event was attended by Mikhail Labudin, Director of the Association of Clusters, Technoparks and SEZs of Russia, Adam Khakimov, Trade Representative of the Russian Federation in the Republic of Azerbaijan, Nuri Guliyev, Head of the representative office of the Russian Export Center JSC in Azerbaijan, as well as representatives of the Ministry of Economic Development of Russia, the Federal Customs Service of Russia and the Russian Embassy.

Opening the meeting, Mikhail Labudin outlined key business needs, including the development of cooperative chains, the use of preferential regimes for industrial parks and special economic zones, as well as practical localization tools in foreign markets. "The "Hour with a trade representative" format allows companies to receive not theoretical assessments, but applied information about working in a particular market. Such a dialogue reduces barriers to entry, helps to build cooperation with support institutions and accelerates investment decision—making," Mikhail Labudin said.

According to Adam Khakimov, Azerbaijan offers competitive conditions for the location of Russian companies' production facilities, including an extensive network of industrial parks and special economic zones. "Residents of industrial parks receive tax and customs privileges for up to 10 years, and the Alyat port economic zone has an indefinite preferential regime. These conditions make the country one of the most attractive sites for localization of production in the region," Adam Khakimov said.

The meeting participants noted that the existing free trade and certification harmonization agreements, which allow for deliveries without import duties and with simplified access to the market, remain an additional advantage for Russian companies. Special attention was paid during the discussion to practical aspects of doing business, including financial calculations, logistics and customs administration. In particular, it was noted that a significant part of contracts are implemented in rubles through the infrastructure of the Russian banking sector in Azerbaijan, which reduces transaction risks.

Following the meeting, the parties confirmed their interest in organizing an in-person business mission of Russian companies to Azerbaijan to negotiate and work out investment projects. The "Hour with a Trade representative" format is implemented by the Association of Clusters, Technoparks and SEZs of Russia as a tool for direct business interaction with foreign export and investment support infrastructure.
