ACTP made proposals at the meeting of the subcommittee "Regional Industrial Policy" of the State Council's Commission
On 8th June, the meeting of the subcommittee "Regional industrial policy" of the commission of the State Council of Russia in the direction "Industry" was held. Participants discussed issues related to the development of regional industry, increasing its investment attractiveness and training personnel.
Mikhail Labudin, Director of the Association of Clusters, Technology parks and SEZs of Russia, made two presentations on the importance of the ESG and the requirements to high technology technoparks.
The first topic concerned the importance of increasing investment attractiveness through the implementation of the ESG-model. Director of ACTP highlighted the importance of integrating this model into the infrastructure platforms' development.
“By implementing the ESG-approach, we are creating favorable conditions for investors and helping to attract them to infrastructure platforms and the subsequent development of the regional industry,” said Mikhail Labudin.
The main principles for the formation of models of infrastructure platforms in order to achieve Sustainable Development Goals are due to: attracting investments and implementing projects on the territory of infrastructure platforms; implementation of ESG standards and disclosure of non-financial information; dissemination of ESG principles and stakeholder engagement.
The second topic described in more details the requirements for high technology technoparks.
“After the State Duma has fixed the concept of “high technology technopark” in the law on industrial policy, we recommend that the Ministry of Industry and Trade of Russia take into account the list of technological infrastructure objects prepared by the Association when developing the Order defining the list of requirements for the objects of technological infrastructure of high technology technoparks”, explained Mikhail Labudin.
Also, the director of ACTP made proposals for adjusting the decrees of the Government of the Russian Federation in terms of state support related to the creation and development of the infrastructure of high-tech technoparks.
