The results of the 11th National Rating of Russian Technology Parks were presented in Moscow
The results of the 11th National Rating of Russian Technology Parks were announced at the Moscow International Investment and Industrial Forum. The rating was prepared by the Association of Clusters, Technology Parks, and Special Economic Zones of Russia with the support of the Ministry of Industry and Trade of the Russian Federation and the Ministry of Economic Development of the Russian Federation.
The 11th National Rating of Russian Technology Parks, which has been conducted since 2015, has become a key tool for analyzing and comparing the performance of the country's leading infrastructure sites. Its goal is to identify the most attractive areas for implementing industrial projects, creating new production facilities, and bringing innovative technologies to market.
"Today, technology parks are more than just infrastructure for locating production facilities. They are becoming centers of expertise, new technologies, and human capital. The formation of value chains, the development of high-tech industries, and the strengthening of the country's technological sovereignty directly depend on their effectiveness," noted Russian Minister of Industry and Trade Anton Alikhanov.
In 2025, the Association's experts evaluated 41 technology parks from 23 regions. The rating methodology was updated, focusing on the qualifications of management companies, their experience in attracting government support, and the creation of research and production centers in the field of unmanned aerial systems within technology parks. An additional criterion was introduced: the presence of a low-carbon development strategy for technology park management companies.
"The results are compiled annually by an expert council with representatives from federal ministries, development institutions, and the business community. This allows us to present an objective picture of technology park development. This year, we strengthened the methodology: the new criteria take into account the challenges of low-carbon development, digitalization, and the implementation of advanced technologies," noted Mikhail Labudin, Director of the Association of Clusters, Technology Parks, and SEZs of Russia.
According to the results of 2025, the leaders of the 11th National Rating of Russian Technology Parks were:
1st place – Technopark-Mordovia industrial technology park;
· 2nd place – Zhigulevskaya Dolina high-tech technology park (Samara Region);
· 3rd place – Elma technology park (Moscow).
"2025 was a special year for us: we achieved a number of significant results, confirming our team's competencies. Technopark-Mordovia received a first-place diploma in the competition "For Contribution to the Development of Intellectual Property" and was recognized as the winner of the regional competition for a high-tech innovative project. Becoming the leader of the National Technology Park Ranking was unexpected and very gratifying. I thank the Association, the Ministry of Industry and Trade of Russia, the Government of Mordovia, and everyone who supports our path. New challenges and projects lie ahead, and we are confident that we can achieve them together," noted Petr Volkov, General Director of Technopark-Mordovia.
